Part Time .5 FTE Director, Finance (17.5 hours per week)

JobStart, a nonprofit charitable agency serving the GTA since 1980, provides a range of employment, mentoring settlement and training services to job seekers; including adults, internationally trained professionals, newcomers to Canada, persons with disabilities, youth and students at three locations in Toronto. The Agency also provides a range of recruitment services for employers. Our mission: JobStart empowers clients and employers to maximize their potential through participation in a variety of career and personal growth services.

Scope of Position:
Reporting to the Executive Director, this position is responsible for: providing direction and leadership in overseeing the accounting and financial services of the agency; overseeing the Finance Department of two staff; and direct supervision of the Finance Manager; providing support to management, Board and funders; ensuring the accurate and timely completion of agency financial statements; ensuring that the financial reporting requirements of the funding contracts and legislation are met; development and implementation of enhancements to the fiscal and control environment and to the risk management practices of the Agency. In collaboration with the Senior Management Team, develop short and long-term strategic goals that are responsive to client and community needs according to the strategic direction and value statements set by the Board of Directors.

Key Responsibilities:
* Provide direction and oversee all aspects of the Agency’s accounting and financial reporting systems including payroll, benefits administration and Pay Equity requirements
* Oversee Finance Department and managing two staff
* Oversee and direct the preparation of annual operating budget and monitor and report regularly on the Agency’s financial status and make recommendations as necessary. Lead on-going financial analysis (including cash and investment position) and forecasting of the Agency’s financial position
* Complete the annual reporting cycle requirements for all funders as stipulated in contracts
* Establish and implement procedures and standards for financial reporting and ensure all financial and Regulatory reporting is completed within established time lines
* Direct the annual audit process, including preparation of financial statements in accordance with GAAP
* Keep abreast of and ensure compliance with regulatory and legislative requirements including emerging issues in GAAP
* Attend and prepare financial reports for Board of Director meetings; attend and lead the preparation and presentation of financial documents, agendas, minutes, reports for Board Finance Committee meetings
* Support the proposal writing process through financial guidance and review of draft budgets in submissions
* Ensure the Agency’s insurance coverage is comprehensive, appropriate and in line with risk management policies and make recommendations to address deficiencies and/or market trends and practices
* Commit and support continuous improvement culture by researching, evaluating, identifying, developing, recommending and implementing best practices for financial service enhancement.
* Manage and monitor change and transitions to ensure success
* Support Agency initiatives, committees and systems as requested by the Executive Director

Qualifications:
* 5 or more years of progressive senior financial management experience, preferably in a not for profit/charitable organization
* Recognized accounting designation; CPA,CGA,CMA

Skills and Competencies:
* Excellent interpersonal, organizational leadership and development skills
* Experience managing a financial department and direct supervision of staff an asset
* Creative, flexible and adaptable to change and ability to take initiative to manage change
* Excellent computer skills in ACCPAC and MS Office, including Excel and Power Point
* Comprehensive knowledge of the not-for-profit/charitable sector including CRA regulations
* Good decision making, judgment and problem solving skills
* Superior relationship skills necessary to establish/maintain credibility with diverse group of
stakeholders
* Excellent written and verbal communication and influencing skills
* Ability to manage multiple priorities and meet deadlines

Start Date: ASAP - 17.5 hours per week (2.5 days per week)
(Evening and early morning hours are required – i.e. Board meetings one evening per month; Finance Committee one early morning per month; weekend hours maybe required)

Full Time Annual Salary Range: $78,000 – $98,000 (prorated to .5 FTE ($39,000 - $49,000) plus benefits
