Job terms: 


  • To liaise with funders and to make sure all program are meeting the funding guidelines
  • To provide support to the Executive Director
  • To provide progress report regarding the programs of the satellite centres to the Executive Director at a pre-determined frequency
  • To assist the Executive Director in maintaining a balanced budget for the Association
  • During the absence of the Executive Director, to
    • act as deputy and manage the agency
    • act as the spokesperson with the general public
  • To distribute programs/projects to the appropriate branch once the potential funding has been confirmed and allocated
  • To support and monitor the progress of the projects by working closely with the Centre Supervisors and to ensure that guidelines of various approved funding sources have been adhered to
  • To provide support and supervision of the Centre Supervisors
  • To assist each Centre Supervisor in developing Program Plans for each satellite centre, based on the overall strategic plan of the Association
  • To review and approve all reports generated at the satellite centre, including financial report and purchase claimants (especially the monthly report to the Government) submitted by the Centre Supervisor. So that they are ready to submit to the Executive Director for final approval.
  • To assist the Centre Supervisors in supervising and managing the staff in each satellite centre
  • To assist the Centre Supervisors in identifying the needs of their community and to develop corresponding programs and services to meet such needs
  • To coordinate the satellite centres so that they work closely together
  • To conduct the Performance Appraisal of the Centre Supervisors on an annual basis, including setting of goals and recommending improvements on a regular basis
  • To inform the Centre Supervisors where there is a need to request their team members or volunteers to assist in any programs/services/ activities of the Association
  • To analyze monthly reports and statistics prepared by the staff members
  • To attend meetings/workshops on behalf of the Association as appropriate and prepare written reports on such meetings/workshops to the Executive Director
  • To support and participate in all activities of the Association. This responsibility may require irregular work hours
  • To work in all four TCCSA locations (Downtown Toronto, Mississauga, Markham, Scarborough), and any other location as the Association expands
  • To complete other job assignments as directed by the Executive Director


  • University graduate in social services or related field
  • Minimum of ten years’ experience in settlement service/language program service is required, with at least seven years in supervisory role
  • “Settlement Worker Program” Certificate or Certified Information and Referral Specialist (CIRS) is preferred
  • Valid Ontario Driver’s License
  • Excellent management, inter-personal and communication skills
  • Needs to work flexible hours and also on weekends
  • Must have excellent knowledge of the immigrant community and the needs of new immigrants
  • Must have knowledge in computer operation, such as Microsoft Windows and Office
  • Excellent communication skills in English and Chinese (Mandarin and Cantonese)
  • Must be able to provide Police Record Check
