The Acting Project Manager, X Portal will work closely with management, staff, funding partners and community stakeholders to continue the development and operationalization of our specialized database and web portal for the Ministry of Citizenship and Immigration (MCI). The project manager will coordinate development of a new learner-focused portal to view and share their own language learning profiles. The project manager will oversee tasks involving database and web application development, testing, troubleshooting, implementation, French translation, training and support, and helpdesk operations.

Reporting to: Director, Language Services


Job Development:

  • Develop and update work plans and schedule tasks to ensure accomplishment of project deliverables
  • Coordinate project activities ensuring that they are completed on time, within budget constraints, and in accordance with government contract requirements and company policies
  • Coordinate all aspects of project delivery including reviewing/tracking deliverables, estimating task duration, effort and cost, managing project budget, creating detailed project plans and managing change requests
  • Ensure project success by driving day-to-day operations through the application of sound project management principles and methodologies
  • Ensure ongoing effective communications among staff, community partners and funders in order to accomplish goals
  • Recruit, supervise and ensure ongoing performance review and development of staff
  • Manage budgets, monitor expenses, review claims, and resolve financial issues through liaison with senior management, finance/accounting staff, and funders
  • Work collaboratively with management and operational staff on operational issues as needed
  • Procure and manage resources and services where needed
  • Oversee the effective development of communication strategies, and development of user guide and training
  • Maintain a detailed status, activities and issues report for management and funder
  • Ensure successful completion and submission of monthly, annual, and specialized or ad hoc reports
  • Assist with the preparation of proposals and amendment requests including required budgets in collaboration with senior management
  • Collaborate with technical team to ensure that processes and protections are in place to ensure security and privacy of data
  • Other duties as assigned


  • Relevant post-secondary education (project management and technical diploma/ degree) or other equivalent education and experience
  • PMP certification considered an asset
  • A minimum of two years of project management experience, ideally leading an application development team
  • A minimum of one year of supervisory experience
  • Must be proficient in MS Office applications, Internet research, and database applications
  • A high degree of English language proficiency (spoken and written) is necessary
  • Excellent communication, interpersonal and team leadership skills is required
  • Detail-oriented with excellent analytical and problem solving skills
  • A high level of flexibility and adaptability is required

This is a full-time temporary position (maternity leave)
Schedule: Monday to Friday 8:30am to 4:30pm
(some evenings & weekends as required)
Start date: August 1, 2017
End date: March 30, 2018

Hours: 35 hours per week
Annual salary: $63,000 - $65,000 per annum (depending on experience)
Benefits: No (unless already a regular staff member)
Location: Sussex Centre, Mississauga
