Organization Overview

With 35 years of operations, Skills for Change is a highly respected non-profit agency with a province wide reputation for innovative programs that respond to shifting immigration and workplace trends. We offer a range of programs including mentoring, employment, settlement, language training and specialized programs for older adults, women, and youth. We have 7 locations across the GTA and serve 20,000 clients annually.


The Employment and Community Development (ECD) department develops and implements, in partnership with the community it serves, solutions that are based on primary and secondary research, mutual learning, education and knowledge transfer. Working within the ECD Department, under the supervision of the Southwest Region Supervisor, the eLearning Program Developer will develop numeracy eLearning programming, conduct focus groups, and develop and implement evidence based measurements for this pilot project. Numeracy@Work is a project that will develop and test eLearning training for newcomers who require additional numeracy skills to achieve apprenticeships and/or employment in the skilled trades.

This position will include the research and development of eLearning curriculum, collaboration with project partners and translation services, outreach, workshop facilitation, focus group implementation, support of evaluation consultants, event coordination, and administration.


  • Promote the Numeracy@Work project and Skills for Change (SfC) programs to engage potential clients and community partners
  • Actively participate in the effective promotion and accurate exchange of relevant information and resources, including outreach and community engagement
  • Attend community events where clients and potential partners may be present and assist where required to promote SfC through various means inclusive of distribution of promotional material, staffing booths, attending presentations, events execution and other activities as required
  • Conduct outreach to, and network with, potential clients, the broader community, community organizations, cultural groups etc. to increase client participation
  • Promote programs through the distribution of materials, presentations in the community, ongoing outreach and support social media strategies to promote the program
  • Work collaboratively with all SfC staff, programs and community partners.

eLearning Development and Design

  • Collaborate with project partners to prepare program plans and provide program delivery of all project components
  • Research and develop eLearning modules
  • Support the implementations of needs assessments, planning, and evaluation of programming
  • Provide intake, relevant information, referrals and support the development of resources for clients
  • Interact and participate in a constructive, collaborative and cooperative manner within the department team and other partnership teams, including participating in team, department and agency-wide meetings


  • Perform and support the collection and analysis of accurate data/enrollment and statistics, as required by the agency and relevant funders
  • Maintain program and participant records and statistics
  • Provide narrative and statistical reports to supervisor
  • Comply with privacy legislation and all relevant regulations and policies


  • University degree or college diploma (or equivalent) in Social Sciences, Education, Human and Social Services required
  • Require a minimum of 2 years’ experience developing online learning and training platforms required
  • Sensitivity to, and knowledge of, the needs and barriers to service experienced by newcomers, refugees, and vulnerable populations
  • Initiative, energy and persistence to complete tasks as well as excellent time management
  • Strong understanding and proficiency with technology
  • Excellent verbal and written communication skills
  • Ability to persist, problem solve, creativity
  • Ability to work independently and with complex groups
  • Ability to prepare and maintain relevant statistics, metrics and documentation
  • Ability to provide a clean Vulnerable Sector Check (VSC) – this is mandatory prior to being employed in this role or meeting with volunteers/service users
  • This position requires a valid driver’s license, clean driving record, and a personal vehicle with current registration and appropriate insurance
  • Computer proficiency
  • Ability to maintain confidentiality and respect of clients and provide non-judgemental service to all clients
  • Knowledge of eLearning software is an asset
  • Proficiency in Arabic and/or French is an asset

This is a 50 week contract position
Start Date: September 5, 2017
Contract ends: August 17,
Hours: 21 hours/week
Salary: $22.00/hour
Location: Hamilton/Brantford
