Program/Project Description

TNO - The Neighbourhood Organization offers a wide range of Employment Programs, including Employment Ontario (EO) employment services. The objective is to offer a range of resources, supports and service components to respond to the employment needs of individuals and the skilled labour needs of employers, and to help individuals on a path to higher skill training and or employment.

Position Summary:

Employment Specialist is responsible for seeking employment opportunities and mentorship opportunities from employers. Employment Specialist also coaches and supports clients and matches clients with employment and mentorship opportunities. The Employment Specialist plays a critical role of linking clients to the labour market. This position is the lead for two components of the Employment Service model: Job Matching, Placement and Job/Training Retention as well as Employing Young Talent Incentive through the Employment Ontario (EO), Employment Services program to clients who are experiencing a high level of difficulty in finding employment for a variety of reasons including poor work habits, poor work history, market perception barriers or interpersonal skills. The Employment Specialist works directly with employers to uncover leads that meet client’s needs and encourages employers to provide on-the-job training, work experience opportunities and/or skill level assessments and places clients in employment. The Employment Specialist works as part of the team providing employment services which operates in a continuous quality improvement.

Responsibilities:

  • Outreach to employer to identify opportunities in the “hidden” job market
  • Assessment of an employer’s workplace capacity to provide a workplace training
  • Negotiate work placement agreements with clients and employers of varying durations, including identification of workplace training objectives, and commitments and financial incentives
  • Monitoring and supporting the placement of the participant and the employer to facilitate success
  • Administering the contract with the employer, including timely processing of payment of financial incentives and managing employment and training incentives and supports
  • Assist employers in training and on the job coaching for an agreed amount of time
  • Develop an effective labour and community network to identify employers
  • Develop and maintain a database of employers
  • Facilitating work placements, including job test and hire, full-time or part time work experience and on the job training opportunities
  • Advocate on behalf of job seekers to employers
  • Administer contracts with employers including managing “flow through” employment and training incentives
  • Outreach Employers for Canada-Ontario Job Grant (COJG) Program. Assist employers in completing the training documentation for COJG
  • Ensure Employer eligibility is met according to Ministry of Advanced Education and Skills Development’s guidelines for the employer to participate in placements
  • Develop a pool of mentors/coaches to support clients during and after job placement. Outreach and register mentors for TRIEC Mentoring Partnership program.
  • Identification of additional support with clients and employers as appropriate
  • Market job seekers to employment opportunities and solicit placements, and apprenticeship opportunities on behalf of clients
  • Monitor and support clients after they have secured a position to success
  • Plans, prepares and evaluates appropriate material for group facilitation & workshops in collaboration with other teams and programs within the agency
  • Inputs data into appropriate data base as specified by the agency
  • Maintains required program records and submits required weekly and monthly reports and as requested by the management of the agency
  • Develops monthly work plan and activities and ensures that all records are kept confidential and secure
  • Develops individualized outreach plans in collaboration with other TNO programs or external service providers
  • Actively participates in program’s community development activities including advocacy, outreach and community engagement and empowerment activities
  • Other duties assigned

Qualifications:

Education

  • The minimum level of education preferred is a Community College Diploma Career Counseling, Social Services, Human Resource Management, or equivalent training in related field

Experience:

  • Three to five years of experience in employment counseling, job development, employer outreach with sound knowledge of private and public sectors
  • Demonstrated experience in working in human resources/recruitment related roles or marketing/sales related roles within corporate or non-profit sectors would be an asset
  • Demonstrated experience in labour market trends and issues affecting newcomers to Canada
  • Demonstrated experience in with workshop facilitation, resume writing, interview skills, and coaching
  • Experience working with low-income, multi-racial, multi-lingual newcomer communities
  • Experience working from an anti-oppression, LGBTQ+ positive framework
  • Other:

  • Superior communication skills, interpersonal skills, team work skills, negotiation skills, and problem solving
  • Proficiency in the use of computers including word and data processing, designing flyers and presentation
  • Ability to speak and written a second language is an asset
  • Willingness to travel throughout the city as required
  • Must possess vehicle to use for work related travel
  • Valid G driver’s license required
  • Ensures that all records are kept confidential and secure

Working Conditions:

Hours of Work:

  • This position would be required to work regular hours for 35 hours per week, and flexible between 8.30 AM to 8:00 PM besides evening shifts and weekends as decided by program requirements.

Location:

  • This position will be located within any of TNO’s service locations based on community and program requirements. The locations (multiple) for this position may be added or moved to new addresses in the future according to the community and program requirements.
