Summary:

Program Overview – English Language Services, Community Programs

Community Programs has served newcomers and refugees in Toronto for over four decades. Its mandate is to help newcomers and refugees settle, adjust, and integrate into society. Funded by the three levels of government, WoodGreen Community Programs operates English language training programs, settlement services, employment support programs, mentorship, networking activities, and social and recreational activities. Community Programs is committed to providing friendly and professional services to all newcomers to help them connect with Canadian society and their new way of life.

Responsibilities:

  • Works with the Director and program staff in the ongoing planning and evaluation of programs, methodologies, systems, policies, and procedures
  • Ensures that the programs services and activities are aligned with the functional language and communication skills development needs of newcomer clients
  • Achieves service targets and outcomes as defined by the funders and the agency
  • Works collaboratively with other program managers to ensure the delivery of integrated services for newcomer clients
  • Monitors the implementation of Ontario LINC Curriculum Guidelines, Canadian Language Benchmarks, CMAS guidelines, and the use of the HARTS reporting system
  • Collaborates with the PBLA Lead and Instructors in the implementation and monitoring of the PBLA system
  • Keeps abreast of trends in immigration, ESL curriculum development, service delivery, and demographics
  • Develops and implements marketing and outreach strategies
  • Ensures internal resources are updated to support program functions
  • In conjunction with the Director, recruits, provides orientation, and trains program staff
  • Provides ongoing supervision and support to staff, and conducts annual performance appraisals
  • Actively resolves conflicts and maintains a healthy and high-performing team
  • Guides instructors in curriculum and lesson planning and ensures Canadian Language Benchmarks are implemented
  • Carries out quarterly audit on curriculum planning activities and lesson plans
  • Monitors learner attendance and implements interventions for improvement
  • In consultation with the Care for Newcomer Children (CNC) team, ensures a skill building, child-centric program for children enrolled in the childminding program
  • Ensures that CNC is in compliance with the requirements of Children Monitoring and Assistance Services (CMAS).
  • Carries out regular audit on CNC curriculum plans, activities, and children attendance.
  • Assists in developing and monitoring program budgets
  • Assists in preparing statistics, reports, funding proposals, and other submissions on time.
  • Ensures that all required data and information is up to date on HARTS, iCARE, and internal databases and client files
  • Liaises with funders and builds partnerships with LINC Assessment Centers, CMAS, and appropriate agencies, community groups, and government bodies

Qualifications:

  • Ontario TESL Certificate and Bachelor Degree in Teaching or Adult Education
  • Minimum of four (4) years of experience in managing large teams, English Language Programs, and Childminding services

  • Sound knowledge of needs of immigrants and community resources available to them
  • Experience in settlement and English language services delivery
  • Demonstrated knowledge and experience in ESL curriculum planning and Canadian Language Benchmarks
  • Strong experience in instructor and staff supervision and performance management
  • Experience in program planning and evaluation
  • Experience in setting up schedules, procedures, policies, and systems for an English Language Centre with a Childminding component
  • Demonstrated skills in communicating with funders and external community partners
  • Excellent team building skills
  • Strong organizational, multi-tasking, and time management skills
  • Experience in report and proposal writing and budget preparation and monitoring
  • Understanding of anti-oppression, anti-racism issues, and community development principles
  • Experience in integrating technology in language learning and with online training platforms
  • Experience managing programs funded by Immigration, Refugee, and Citizenship Canada

Full-Time, Non-Bargaining Unit
Work Hours: 35 hours/week (Includes evenings & weekends as required)
