Ontario Council of Agencies Serving Immigrants (OCASI) acts as the collective voice for immigrant and refugee-serving organizations in Ontario, and coordinates response to shared needs and concerns. Our mission is to achieve equality, access and full participation for immigrants and refugees in every aspect of Canadian life. OCASI was founded in 1978 and now has over 240 member agencies across Ontario.

The Opportunity

The Manager, Professional Development & Training is a member of OCASI’s leadership team and is responsible for overseeing and advancing OCASI’s professional development initiatives aimed at enhancing the knowledge, skills, and leadership capacity within the immigrant and refugee sector. Reporting to the Executive Director, the Manager will coordinate and manage all resources and activities related to professional development, ensuring alignment with OCASI’s strategic goals and commitment to equity and anti-oppression principles.

What will the Manager, Professional Development & Training do?

  • Leadership and Management:
    • Lead and supervise a team to achieve annual goals and deliverables.
    • Provide guidance, support, and training to staff and contractors.
    • Oversee budgeting, expenditures, and financial reporting for programs/projects.
  • Program Development and Implementation:
    • Develop and implement programs and tools to enhance settlement workers' core competencies.
    • Innovate and implement initiatives that strengthen organizational and service capacities of member agencies.
    • Identify and execute professional development activities relevant to the sector.
  • Strategic Planning and Evaluation:
    • Ensure alignment of program goals with organizational objectives.
    • Monitor and evaluate program effectiveness and outcomes.
    • Report on progress to internal stakeholders, funders, and external partners.
    • Monitor and approve all budgeted program/project/unit expenditures
    • Prepare, monitor and report on discrepancies and variances as required on all project/program/unit budgets
    • Assist in identifying potential new funding sources
    • Participate in regular Management Team meetings
    • Participate in OCASI's strategic and operational planning activities
  • Community Engagement and Representation:
    • Represent OCASI in relevant committees, meetings, and consultations.
    • Build collaborative relationships and share resources within the sector.
  • Compliance and Documentation:
    • Maintain accurate documentation and reporting for all projects and programs.
    • Ensure compliance with organizational policies and procedures.

Required Qualifications

  • Education:
    • Relevant post-secondary degree (e.g., social sciences, public policy, communications, organizational leadership, management, immigration studies) or equivalent combination of education and experience.
  • Experience:
    • Minimum 5 years’ experience of supervising a team in a similar role in the non-profit sector, with demonstrated experience in program development and project management. A relevant graduate degree would be an asset.
    • Proven experience with program development including identifying core competencies for settlement workers and development of tools, methodologies and service modes that enhance settlement work
    • Proven experience in implementing new ideas that enhance the organizational and service capacities of immigrant and refugee serving agencies
    • Experience of overseeing program budgets, expenditures, and financial reporting for programs/projects.
    • Proven experience identifying and implementing professional development activities that are relevant to the sector particularly gender-based violence (GBV) and mental health.
  • Skills:
    • Strong leadership and mentoring skills with a commitment to anti-racism, anti-oppression and equity principles.
    • Excellent interpersonal, communication, and conflict resolution skills.
    • Strategic thinker with the ability to plan and execute initiatives that align with organizational goals.
    • Detail-oriented with strong organizational and time management skills.
    • Ability to work effectively in a diverse, multidisciplinary team environment.
    • Manage and monitor the work output from all assigned staff and contractors to ensure it meets requirements by providing supervision, support and training


  • Salary: $69,956 -$81,128 plus comprehensive benefits package
  • Job-type: Full-time position based on 35 hours per week (Mon- Fri)
  • Currently a Hybrid schedule with in person attendance at the Toronto office (1 -2 days / week)
