Essential Duties and Responsibilities:

  • To provide leadership and effective management to a team of settlement and support staff
  • To ensure the quality, effectiveness, and timeliness of programs delivered within area of responsibilities to meet the emerging needs of clients
  • To develop and ensure the implementation of outcome measures for programs
  • To network with other service providers in the community as well as within the Welcome Centre structure to bring our services to service users of the various welcome centres that benefit newcomer youth, women and seniors
  • To provide timely and accurate program and operation status updates and various reports to Program Director
  • To collaborate closely with other CICS Program Managers to increase and enhance program and service coordination
  • To ensure compliance of policies, standards, guidelines, and quality controls set by CICS
  • To monitor day to day program budget, expenditures and use of resources;


  • A minimum of a Canadian degree in Social Sciences or a related discipline, and a minimum three years of relevant experience, preferably management in non-profit setting
  • Excellent knowledge of cultural and social backgrounds of immigrants and refugees; including their settlement and integration issues both general and specific
  • Proven abilities in program organization, community outreach and working with diverse cultures
  • Demonstrated leadership skills with knowledge on motivation, team building, effective decision making, delegation, conflict management, and problem solving
  • Experienced in budget and resource management
  • Excellent communication skills, oral and written proficiency in English; proficiency in an additional second language, preferably Chinese, is a strong asset
  • Excellent interpersonal skills
  • Knowledge of information gathering tools and techniques
  • Ability to manage time, stress and meet deadlines
  • Ability to perform detailed planning, information analysis and report preparation
  • Proficiency in MS Word, Excel, and PowerPoint applications, E-mail, Internet, and social media tools
  • Must be able to work flexible hours
  • Must be legally entitled to work in Canada
  • Valid driver license and use of a car
  • Proof of a “Vulnerable Sector Screening” with a local Police

This is a full-time relief position until January 2019. The work hours are 35 hours per week and it may include irregular work hours in the evenings, weekends and some holidays.
