The Canadian Language Benchmark Placement Assessment (CLBPA) Development Project is designed to develop a comprehensive assessment (in-person and remote processes) to assess eligible immigrants’ CLB benchmarks for placement to government-funded language training classes. The Project Manager will provide staff supervision, project management, planning and project implementation, and liaison with partners and contracted services.

Reporting to: Director, Language Services


  • Develop and update work plans and schedule tasks to ensure accomplishment of project deliverables
  • Coordinate project activities ensuring that they are completed on time, within budget, and in accordance with government contract requirements and company policies
  • Liaise with third party providers (subcontracted services) to ensure timely and quality completion of tasks
  • Recruit, supervise and ensure ongoing performance review and development of staff
  • Work closely with director, project advisor, assistant/graphic designer, and casual staff including software programmer, technical support, pilot assessors, writers and other staff as needed
  • Manage budget, monitor expenses, review claims and resolve financial issues through liaison with senior management, finance/accounting staff, and funder
  • Procure and manage resources and address operational issues as needed
  • Collaborate with technical team to ensure that processes and protections are in place to ensure security and privacy of data
  • Provide narrative and status reports, ongoing follow up, and project tracking
  • Communicate with TCET senior management, project funder, advisory group and other stakeholders as needed
  • Other duties as required


  • Relevant post-secondary education and demonstrated work experience in areas such as project management, test development, teaching or assessing English as a Second language, online assessment and learning or communications
  • Minimum 2 years of experience in project management
  • Supervisory experience (minimum 1 year)
  • Experience managing and adapting a project budget
  • Experience selecting and monitoring third party contractors is preferred
  • Proficient in Microsoft Office and Outlook, Internet research and experience with assessment/learning platforms (preferred)
  • Familiarity with Canadian Language Benchmarks and funded language training programs is an asset
  • A high degree of English language proficiency, both oral and written
  • Excellent interpersonal, communication and teamwork skills
  • High level of flexibility and adaptability

This is a Full-time, Regular (pending funding approval)
Schedule: Monday to Friday 8:30 am to 4:30 pm, occasional evenings
Start date: June 5, 2017 or later
Annual salary: $63,800 - $65,200 + Benefits
Location: Mississauga – Sussex Centre
