Job Title: Program Manager – Integrated Employment Services (IES)

Location: Toronto West
 Reports to: Operations Manager and Executive Director
 Employment Type: Full-Time
 Salary Range: $60,000 – $65,000 annually

Work Schedule: Monday to Friday, 9:00 AM – 5:00 PM (35 hours per week)

Position Overview

Jane Alliance Neighbourhood Services is seeking a dynamic and experienced Program Manager to lead the Integrated Employment Services (IES) program. This Employment Ontario-aligned initiative is designed to support equity-deserving and highly barriered individuals—including recipients of Ontario Works (OW), Ontario Disability Support Program (ODSP), immigrants, refugees, and newcomers—by providing wrap-around, client-centered employment and life skills support.

The Program Manager will oversee program strategy, service delivery, team leadership, stakeholder engagement, and performance outcomes to ensure alignment with Employment Ontario standards and funder expectations.

The role will also ensure program delivery aligns with the Integrated Employment Services (IES) transformation model and Employment Ontario service guidelines.

 

Key Responsibilities

Program Leadership & Delivery

  • Oversee day-to-day operations of the IES program.

  • Develop and implement strategic program plans aligned with Employment Ontario performance targets.

  • Ensure high-quality delivery of job readiness workshops, life skills sessions, and individualized employment action plans.

  • Monitor key performance indicators (KPIs), including client engagement, employment outcomes, job placements, and retention rates.

  • Ensure compliance with all funding guidelines, reporting standards, and contractual obligations.

  • Identify service gaps and implement continuous improvement strategies.

 

Team Management & Supervision

  • Lead and supervise a team of 3–4 staff (Job Coaches, Employment Specialists, Workshop Facilitators).

  • Conduct performance reviews and provide mentorship and professional development.

  • Foster a collaborative, inclusive, and results-driven team culture.

  • Ensure staff are equipped with proper training, tools, and community resources.

 

Client-Centred Service Delivery

  • Ensure participants receive personalized, wrap-around support tailored to individual barriers and goals.

  • Oversee case management processes and ensure accurate documentation.

  • Guide staff in addressing complex employment barriers (mental health, language, housing instability, skills gaps).

  • Ensure access to employment supports, including resume development, ICT resources, interview preparation, and clothing bank access.

 

Community & Employer Engagement

  • Build and maintain strong relationships with employers, community agencies, and referral partners.

  • Develop employer partnerships to create job placement opportunities.

  • Represent Jane Alliance at networking events, workforce tables, and community meetings.

  • Support outreach initiatives to increase program visibility and client recruitment.

Administration, Reporting & Budget Oversight

  • Ensure accurate data tracking and reporting in alignment with Employment Ontario systems.

  • Prepare regular performance and financial reports for senior leadership and funders.

  • Monitor program budgets and ensure responsible use of resources (advanced Excel proficiency required).

  • Contribute to funding proposals and program sustainability planning.

  • Experience using Employment Ontario case management systems such as CaMS or FutureFit AI (FFAI) is considered an asset.

Qualifications

Education & Experience

  • Post-secondary education in social services, human resources, business, community development, or program management.

  • Experience working with OW, ODSP recipients, newcomers, and equity-deserving populations.

  • Proven leadership and team management experience.

  • Strong understanding of the Employment Ontario framework is considered an asset.
