Web Developer: 1 Independent Contractor Vacancy (internal and external) 

Employer: Oakville Chinese Network Society (OCN) 

Job terms: Fixed-fee contract, approximately 100 hours of work between August 17, 2026 and March 31, 2027 

Summary: The Oakville Chinese Network Society is a non-profit organization rooted in the Oakville Chinese community, run by a number of volunteers who are passionate about their work in social and public services. We aim at becoming the voice of the local Chinese community, promoting Chinese traditional culture and participating in various multicultural and social activities. 

OCN is currently seeking a professional web developer to completely redesign and rebuild our organizational website, transforming it from a basic information platform into a comprehensive, accessible, bilingual resource hub that effectively serves community members and communicates our credibility to funders and partners. The new website will be fully bilingual in English and simplified Chinese, will meet accessibility standards, and will be owned and maintained by OCN going forward. 

This work is part of OCN's Equity Stream Fund project, an Immigration, Refugees and Citizenship Canada (IRCC) initiative administered by OCASI (Ontario Council of Agencies Serving Immigrants), which supports equity-deserving grassroots organizations in building stronger organizational capacity. 

The Web Developer is expected to: 

• Redesign and rebuild OCN's website from the ground up into a fully bilingual (English and simplified Chinese), accessible resource hub
• Design the information architecture, organizing content logically for a range of users, from newcomers to long-settled community members
• Create a professional and culturally appropriate visual design
• Develop and integrate bilingual content in English and simplified Chinese
• Build the full site, including program descriptions with registration functionality, downloadable community resource guides, an events calendar, a volunteer opportunities section, and a dedicated settlement and community resources section
• Set up forms for program registration and inquiries
• Build a backend content management system that OCN's non-technical staff and volunteers can use to update the site without technical expertise
• Ensure mobile-responsive design across devices and browsers
• Meet WCAG accessibility standards, including screen-reader compatibility, readable fonts and colour contrast, and clear navigation
• Conduct accessibility and usability testing to verify compliance and performance
• Deliver handover training so OCN staff can independently update content after launch
• Implement a first-year hosting and maintenance plan
• Work with OCN leadership to approve information architecture and visual design before the build, with regular progress reviews at agreed milestones 

 The work can be delivered remotely, with coordination meetings held online or in person as needed. 

Required Qualifications: 

• Demonstrated professional web development experience, with a portfolio of completed websites
• Professional knowledge of HTML5, CSS3, JavaScript, responsive web design, WordPress/CMS development, PHP or other server-side programming, MySQL or equivalent databases, Git/GitHub version control, website hosting and deployment, SEO best practices, web security, cross-browser compatibility, mobile-responsive development, UI/UX implementation, and website testing and debugging
• Experience working with non-profit or community-based organizations
• Experience building bilingual websites, ideally including Chinese-language content
• Working knowledge of WCAG accessibility standards and accessible design
• Experience building content management systems that non-technical staff can maintain independently
• Strong communication skills and the ability to deliver to an agreed scope, timeline, and budget
• Fluency in English is a must. Fluency in Chinese, both verbal and written, is a plus 

Working hours: Flexible

Fee: Fixed-fee contract, agreed with the successful developer based on their proposal within the approved project budget, paid against proper invoicing

Duration: Between August 17, 2026 and March 31, 2027
