In October 2024, Minister Marc Miller wrote to CCR to clarify Section 91 of the Immigration and Refugee Protection Act, which restricts who can provide advice or representation “for consideration”.
In the letter the Minister confirms the interpretation of this provision that the CCR has consistently argued for:
"I am writing to you today to confirm that IRCC has adopted an interpretation of “consideration” that excludes instances of advice or representation provided to clients by salaried non-governmental organization (NGO) staff where there is no direct or indirect payment for the services by the client."
