Evaluation of the Local and Zonal Immigration Partnerships Program

Summary

This report presents the findings of the evaluation of local and zonal immigration partnerships (LIPs and ZIPs). The evaluation was conducted in accordance to the Treasury Board Policy on Results (2016). Need for the evaluation was confirmed in the 2024–25 Immigration, Refugees and Citizenship Canada (IRCC) Departmental Evaluation Plan.

The objective of the evaluation was to assess the relevance and performance of LIPs and ZIPs. The evaluation sought to provide evidence and strategic recommendations to inform future directions of the partnerships, as well as support broader policy in relation to IRCC-funded indirect services with local and community focus.

The evaluation covered the period between 2019 and 2024, up to the most current information available at the time of data collection, including the most recent Call for Proposals (CFP 2024). The evaluation employed a mixed-methods approach, including document and literature review, key informant interviews, case studies of three LIPs, a survey of LIP council members, and data from the Annual Performance Report for Community Partnerships (APRCP).
