CultureLink Settlement and Community Services (CultureLink) is a Not-for-Profit settlement and community organization with more than 36 years of experience in developing and delivering services in various locations in the GTA to meet the needs of diverse communities. CultureLink has a team of over 70 staff members, speaking 30+ languages, and is funded by various levels of Government, United Way Greater Toronto, various foundations, corporations and charitable giving.

We assist newcomers looking for employment, help families navigate the school system, and provide youth with the skills necessary for bright and successful futures. We support refugees and bring together newcomers and established Canadians.
This is a non-bargaining unit position.
Job Summary
The Monitoring and Evaluation (M&E) Specialist will develop a framework and process for establishing a monitoring and evaluation of all aspects of program deliverables based on respective funding obligations including quality of service (QoS), outcomes and output (target achievement) to meet or exceed the best practices for this critical function. The M&E Specialist will evolve a process, data acquisition tools, data analysis and interpretation model and a reporting structure for equitable and objective performance evaluation of staff delivering services and also for a continual assessment of program effectiveness.
The Specialist will ensure compliance with funder and stakeholder quality assurance requirements, and provide evidence-based insights and visualizations, aligning with CultureLink’s strategic plan. The M&E
Specialist will also facilitate feedback mechanisms, identify areas for improvement, and promote accountability and transparency among program teams, ensuring our programs are efficient, responsive
to evolving newcomers' needs and continuously refined to achieve organizational goals and maximize positive outcomes for beneficiaries.
Duties
Development:
• Develop a comprehensive evaluation framework and process which includes but not limited to:
• Logical framework/logic models
• Clear goals and objectives and success measurement plan
• Key performance indicators and measurement tools
• Process mapping, reporting templates and presentation outlines
Implementation
• Coordinate and oversee monitoring and evaluation of programs, activities and services
• Assess and maintain systems for monitoring and evaluating program performance, including collecting and analyzing quantitative and qualitative data.
• Provide leadership and direction to the organization by encouraging effective data entry, management and use of data and information to foster excellence in program delivery.
• Assess and re-design (where necessary) and implement standardised workshop/program evaluation data collection tools (e.g., surveys, focus groups, interviews) and analyze results to measure program performance and impact.
• Prepare comprehensive reports, leveraging visualization tools to promote programs, and communicate impact and program outcomes to various stakeholders including staff, board members, funders and community partners.
Compliance and Reporting
• Contribute to CultureLink’s strategic plan initiatives and growth strategies across the agency to align with the organization's mission, goals, and objectives.
• Assess and maintain performance indicators and frameworks including leading fiscal year mid-term and end-of-term evaluations to assess program efficiency, effectiveness, and sustainability of settlement program targets.
• Stay up to date on changing policies and the latest research on practices in the sector

Qualifications
• A Degree/ Diploma in Information Technology, Business Analysis, Statistics, management or a related discipline, or a combination of equivalent experience in a relevant area and education.
• Demonstrated proficiency in written, verbal and presentation (in English) skills
• Proven experience in designing, implementing, and managing M&E frameworks preferably for settlement or social service programs
• Strong analytical skills, proficiency in data management and evaluation methods, and the ability to provide evidence-based insights to support program effectiveness and decision-making
• Proficiency in M&E software, data visualization tools, and database management systems for tracking program impact
• Experience working in an environment of change and growth, implementing multifaceted strategies.
• Excellent computer skills in MS Office and other M&E tools
