Scope
Working as part of the management team, you will supervise two (2) Settlement Counsellors and one (1) Administrative staff in the operations and execution of settlement services for newcomers and refugees upon their arrival to Canada. This includes the provision of immediate and essential services like needs assessments, orientations, and regular follow-ups to ensure that newcomers and refugees are engaged and participate in programs that address their needs. Under the direction of the Program Manager, you will oversee the quality and delivery of services, preparing reports, supervising staff, maintaining required documentation, ensuring the team is meeting all program requirements as per the Organization’s set goals and targets, and always represent Polycultural in a professional manner.
Responsibilities
- Provide the full range of settlement services to adults, youth and seniors who are Canadian citizens, immigrants, refugees, and newcomer families
- Deliver settlement needs assessments for each client
- Connect clients with the internal programs and modules of settlement services delivery
- Provide information and referral to external programs and services that will be determined by each client/family
- Maintain strong working relations with agency programs and partner agencies
- Assist in the hiring, training, and supervision of staff and volunteers
- Responsible for approving timesheets and requests for time off
- Participate in network meetings with government departments, community organizations, and other service providers
- Coordinate with community partners, utilize existing partnerships, and establish new connections with local service providers to effectively respond to refugees' needs
- Contribute to the development of organizational frameworks in the following areas: standardize program outcomes, deliver quality and timely program outputs, and research immigration trends and gaps
- Monitor, collect, review, and prepare statistical and narrative reports ensuring accuracy through relevant databases and sources
- Supervise administrative procedures to meet program objectives, HR policy, and Collective Agreement
- Ensure that staff and volunteers follow proper professional and ethical conduct when dealing with clients, and offer guidance to ensure quality of service is maintained
- Coach, motivate, and supervise staff performance and administer disciplinary action in a timely manner
- Facilitate regular staff meetings as needed
- Prepare funding proposals as directed by the Program Manager
- Actively participates in professional development initiatives

Qualifications
- A degree or diploma in Counselling, Social Work, or Education
- At least three years’ experience working with immigrant communities
- At least three years’ supervisory experience with demonstrated capacity to manage a small team in high performance environment
- Experience supervising in a unionized environment is an asset
- Registered Social Worker (RSW) is a definite asset
- Certificate in project management or PMP designation would be an asset
- Proven program management experience and demonstrated ability to deliver program outcomes on time and to a high standard
- Excellent communication and interpersonal skills
- Strong demonstrated knowledge of social and community services sector and settlement/resettlement programs
- Second language is a strong asset (French, Arabic, Swahili, Farsi, Dari, Pashto)
- Proven ability to lead and promote a positive and professional team culture
- Ability to work independently and on a flexible schedule
- Strong computer and excellent writing skills
Other requirements
- A satisfactory Vulnerable Sector Police Check (completed when offer is made)
