They are asking for your help in sharing House of Commons Petition e-7636, which calls attention to the humanitarian impact of prolonged permanent residence processing for people affected by Canada’s special measures for Hong Kong, Ukraine and Sudan.
These measures were created in response to serious crises. Many people relied on them to find safety and build a future in Canada. Yet approximately 62,000 applications remain in the inventory—about 35,000 from Hong Kong, 20,000 from Ukraine and 7,000 from Sudan.
In 2026, the combined Humanitarian & Compassionate and Other category has an admission target of 6,900, including 5,800 under “Other,” which covers these three pathways. The “Other” target is scheduled to fall to 4,000 annually in 2027 and 2028.
Behind these numbers are people and families living in uncertainty—working, studying, raising children and contributing to their communities, while waiting for the security of permanent residence. Some families overseas continue to face serious humanitarian risks.
Petition e-7636 asks the Government of Canada to take a reasonable pilot initiative to reduce these backlogs and provide greater certainty to affected applicants.
