Ontario Human Rights Commission (OHRC) Launches Action Plan to Tackle Anti-Black Racism in Schools

The Ontario Human Rights Commission (OHRC) has launched Dreams Delayed, an Action Plan to address systemic anti-Black racism in Ontario’s schools.

Based on extensive consultations, the plan outlines 29 calls to action for the Ministry of Education, school boards, trustees, and educators to create safer, more inclusive learning environments.

The plan focuses on four key areas:

  • Accountability – Ensuring fairness and equal opportunities for Black students.
  • Transparency – Making sure the public can see how education leaders uphold human rights obligations.
  • Student Well-being – Creating safe and supportive learning environments where Black students can thrive.
  • Monitoring and Evaluation – Collecting and analyzing data to identify and remove barriers.

The OHRC urges education leaders to take immediate steps to uphold human rights and eliminate systemic barriers.
