I have spent the better part of a decade inside the technology stacks of Canadian nonprofits, and I read those two numbers as a single story. It is not a story about adoption. It is a story about a sector that has learned, the hard way, what happens when you bolt a powerful new tool onto a foundation that was never designed to hold it.
Most nonprofit organizations I walk into are running what I have come to call a Frankenstein stack: a CRM here, a donation platform there, a membership database from a previous decade, a spreadsheet that has quietly become the real system of record, and a dozen integrations that someone set up and nobody fully understands anymore. None of it was a bad decision at the time. Each piece was bolted on to solve a point-in-time need, by a team that needed it solved that quarter. The consequence is system silos managed in operational silos, no single view of the truth, and a donor or member who experiences the organization as three or four disconnected ones.
That history explains the current AI posture better than any survey can. What I see in client conversations right now is not enthusiasm and it is not resistance. It is arrested commitment: organizations experimenting constantly, committing to nothing, and unable to say why. They have lived through this before. They know a powerful tool pointed at a fragmented foundation multiplies the fragmentation. Their caution is earned.
The problem is that caution is not protecting them. The 80 per cent is not a plan. It is staff working around the gap, using whatever tool is fastest, with whatever data is at hand. The same pattern that produced the Frankenstein stack is now producing shadow adoption of AI, and the organization carries the risk without capturing the value.
