OCASI-Ontario Council of Agencies Serving Immigrants (OCASI) acts as the collective voice for immigrant and refugee-serving organizations in Ontario, and coordinates response to shared needs and concerns. Our mission is to achieve equality, access and full participation for immigrants and refugees in every aspect of Canadian life. OCASI was founded in 1978 and now has over 250member agencies across Ontario.

Position Overview

The Director of Programs & Services has oversight of OCASI's operations, including the implementation of the Council’s strategic plans. Specifically, the role oversees and supports the management team in the delivery of professional development and training programs, evaluation, digital services and online presence, information management, sector-wide initiatives, membership and community engagement. This senior leader ensures OCASI’s work remains impactful and aligned with its mission and mandate. All responsibilities are carried out in alignment with OCASI’s commitment to responsible and ethical practices, grounded in an anti-racist, anti-oppression framework and social justice-oriented principles.

Key Responsibilities

  • Have oversight of strategic program development, launching and implementation of flagship initiatives
  • Align programs with OCASI’s strategic priorities, ensuring responsiveness to sector trends and member agency needs
  • Oversee internal program evaluation frameworks to measure program effectiveness, allocate resources wisely, and report impact 
  • Promote use of metrics, dashboards, and best practices among teams 
  • Collaborate with funders and partners to expand learning resources
  • Build strategic partnerships with community organizations and public institutions; and foster positive and productive relationships with membership, community allies, coalition partners, and government, including federal, provincial and municipal funders
  • Promotes the principles, policies and practices of anti-racism, equity and access
  • Oversees the development and implementation of internal policies and procedures
  • Contribute to a healthy, safe and supportive environment for all employees and complies with all safe working procedures and instructions including OCASI’s policies and procedures
  • Acknowledge, appreciate, encourage individual differences and value people for their skills, competencies, and contribution to OCASI’s continuing success
  • Travel across Canada 
  • Other responsibilities as assigned

Required Qualifications

  • Minimum 7–10 years in senior management or executive position in the non-profit or social services sector
  • Demonstrated experience leading internal operations and complex decision-making
  • Post-secondary degree and/or a mix of education and relevant work experience 
  • Experience in the immigrant/refugee sector will be an asset
  • Demonstrated success in overseeing complex sector-wide initiatives
  • Experience in government and community relations on program and service issues affecting immigrants and refugees
  • Demonstrated ability to integrate in-depth knowledge of equity, access and anti-racism into all aspects of the Council and its work
  • Excellent verbal and written communication skills with an ability to communicate with a broad range of stakeholders from community representatives to government decision-makers
  • Effective interpersonal, negotiation, public relations and public speaking skills
  • Proven ability to develop and maintain organizational awareness and understand the environmental challenges facing the Council and the sector
  • Ability to function in a multidisciplinary, culturally and racially diverse workplace 
  • Ability to work both independently and as part of a team 
  • Ability to communicate in French is an asset

Special Requirements

  • Resident of Ontario, Canada preferably within the GTA 
  • Will be required to work from the OCASI Toronto office as required

Employment Details :

  • Salary is $92,558-$100, 000 plus benefits
    • Job type: Full-time position 
    • Some overnight travel within Canada may be required
    • OCASI currently operates within a Hybrid workplace model.
