Position Overview

The Manager, Child, Youth & Family Department will provide strategic leadership and operational oversight for a diverse portfolio that includes EarlyON programs, family resource programs, Black focused programming, Parent, child and youth initiatives. This role requires strong knowledge of early childhood development, youth engagement, community development, family support principles, and culturally responsive programming for Black families and other diverse communities. The Manager will supervise the Team Lead and several front line staff –ECEs, Child, Youth & Family workers and guide a multidisciplinary team to ensure high-quality service delivery across multiple sites. This position plays a key role in delivering Black focused programs, fostering identity-affirming, welcoming, developmentally appropriate environments that reflect the lived experiences of children, youth, parents, and caregivers.

Key Responsibilities

  • Provide leadership and oversight for all programs within the Child, Youth & Family Department, ensuring
    alignment with EarlyON guidelines and Delta Family’s B3+ mandate.
  • Supervise the Team Lead and various departmental staff to ensure high-quality, inclusive, culturally
    responsive programming for children, youth, and families.
  • Oversee program planning, implementation, evaluation, and reporting for diverse programs across
    multiple sites.
  • Lead the development and implementation of culturally appropriate programs that reflect the realities
    faced by diverse Black communities
  • Ensure safe, developmentally appropriate environments that reflect the cultural identity and lived
    experiences of families served.
  • Maintain strong administrative systems, including scheduling, staffing coverage, program calendars, and
    documentation.
  • Strengthen partnerships with schools, community agencies, health providers, and family support networks
    to enhance service delivery.
  • Represent Delta Family at sector tables and community networks to promote integrated, collaborative
    service models.
  • Ensure compliance with organizational policies, ministry standards, and reporting requirements.
  • Manage site logistics, safety protocols, and operational needs.
  • Support funding applications, departmental reporting, and organizational planning.
  • Provide guidance and support for frontline escalations, ensuring timely resolution and consistent quality
    of service across all program sites.
  • Lead continuous improvement efforts by monitoring program outcomes, analyzing feedback, and
    implementing enhancements that strengthen participant experience.
  • Work collaboratively with other Delta Family departments to support integrated service delivery and
    strengthen organizational impact.
  • Advocate for the needs of Black families and grassroots organizations within the community.

Qualifications

  • Degree or diploma in Early Childhood Education, Child & Youth Care, Community Development, Social
    Services, or a related field or relevant experience
  • Minimum 3 years of supervisory or management experience
  • Lived experience and deep understanding of the challenges faced by diverse Black communities
  • Minimum 3–5 years of experience leading early years, child, youth, family support or community
    engagement programs in a community setting
  • Strong knowledge of child development, youth engagement, family support principles, and community-based programming
  • Proven experience engaging with underserved communities, particularly Black families and grassroots
    agencies
  • Demonstrated experience in leading multiple programs and introducing innovative initiatives
  • Demonstrated ability to mobilize community-led initiatives and support organizational advocacy
  • Excellent group facilitation and communication skills, both verbal and written
  • Experience with documentation, reporting, and program evaluation
  • Experience in grant writing and resource development is an asset
  • Proficiency in Microsoft Office and comfort with digital tools
  • Strong command of the English language, verbal and written; additional languages are an asset
  • Clear Vulnerable Sector Check required
