Summary

The Manager of Settlement/Capacity Building will play a crucial role in introducing and overseeing our Settlement initiatives as part of our Capacity building initiatives. This position requires a strong understanding of settlement services, community development principles, organizational capacity building, and the unique challenges faced by new immigrants, especially Black immigrants and those faced by Black communities and grassroots organizations.

Key Responsibilities

  • Oversee and coordinate settlement programs that support Black families and other individuals in
    navigating settlement processes.
  • Ensure timely and accurate IRCC reporting, including iCARE data oversight, monthly statistical reporting, and narrative submissions.
  • Supervise Settlement staff and Trusteeship team, including performance management, coaching, scheduling, and onboarding.
  • Oversee SWIS program delivery, including school allocations and relationship-building with TDSB and community partners.
  • Implement IRCC’s Case Management Framework and ensure proper assessments, action plans, referrals,
    and follow-up.
  • Develop and maintain program systems including SOPs (Standard Operating Procedure), intake forms, tracking tools, and evaluation processes.
  • Maintain/nurture strong partnerships and networks (eg funders, sector partners and key agencies.
  • Lead the Trusteeship program’s financial administration, including invoicing, reconciliation, and reporting.
  • Coordinate/support major community events and campaigns (Newcomer Day, Africa Day, etc.
  • Support database management and digital reporting tools using iCARE, Excel, and internal systems.
  • Provide wrap-around supports for individuals and families facing high-risk situations, such as homelessness, family violence, or mental health challenges.
  • Integration of Delta Family’s Sesa Wo Suban model into the Bridging Horizon’s program and application of core competencies to this work
  • Oversee and manage the Trustee program, including the development and implementation of capacity-
    building workshops for grassroots organizations.
  • Initiate and support partnerships with community agencies to enhance program delivery and outreach.
  • Coordinate all administrative functions supporting trustee engagement activities (initial consultation, relationship management, forming agreements, fund disbursement, financial management, liaison with Trustee coordinators, executive director, and other staff, Correspondence, reporting etc.)
  • Prepare regular statistical reports and program updates to ensure transparency and accountability.
  • Collaborate with other departments within Delta Family to promote integrated service delivery and
    support.
  • Maintain accurate and confidential client records, including case notes and progress reports.
  • Advocate for the needs of Black families and grassroots organizations within the community.

Qualifications

  • Post-secondary education (Degree or Diploma in Community Development, Social Work, Counselling or a related field or equivalent experience
  • 3 years of management experience, with at least 2 in the community/settlement sector
  • Minimum of 2 years of experience in settlement services and some experience in capacity building within community organizations
  • Lived experience of the challenges faced by diverse Black communities
  • Minimum of 3 years of experience supervising, preferably with a diverse staff team
  • Strong understanding of anti-oppression and Anti-Black racism frameworks.
  • Proven experience engaging with under-resourced communities, particularly Black and racialized families
  • Experience in starting and launching new programs involving multiple partners and engaging staff teams to strategize and mobilize to successfully launch new inititives
  • Experienced initiative-taker and independent worker able to 'hit the ground running’.
  • Demonstrated organizational/advocacy skills and ability to strategically and ably represent Delta Family
  • Familiarity with data-collection platforms and preparation of required regular reports
  • Demonstrated ability to mobilize community-led initiatives and support organizational advocacy.
  • Excellent group facilitation and communication skills, both verbal and written.
  • Experience in grant writing and resource development an asset
  • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint).
  • Familiarity with the communities of north-west Toronto is an asset.
  • Strong command of the English language, verbal and written; in other languages are an asset
  • Proficient in Microsoft Word, Excel and PowerPoint.
  • Familiarity (residence or previous work) of communities of north-west Toronto is an asset
  • The successful candidate will be required to have/obtain a current vulnerable sector Reference Check (can be obtained upon offer of position).
